Alaska Constitution Article XIII Section 1 requires that any proposed amendment especially an elected Alaska Attorney General must be approved by two-thirds of each House of the Alaska Legislature.  Therefore, 27 of the 40 Alaska House members and 13 of the 20 Alaska Senate must vote to put an issue on Alaska Ballot. A majority of Alaska voters at the next General Election must agree to it.  

Article XI governs Initiative Petitions which can impact Alaska Statutes but cannot change Alaska Constitution. A total of 18 states let Initiative Petitions go before the voters without Legislative approval, but Alaska is NOT one of them. This is way too high a bar in our 66-year-old frontier only state in the U.S. that does not have an American Bar Association accredited law school.  Article XIII Section 1 does not allow direct involvement of Alaska citizenry and should be updated.

Senate Joint Resolution (SJR) 21 was introduced by Senator Elvi Gray-Jackson 2/24/20 “Proposing amendments to the Constitution of State of Alaska relating to the office of attorney general.”  Currently, no Alaska Legislator has introduced it again.
